According to the law (cap. 375 of 1956), which governs its registration, KADETFU has no membership. The law states, "All powers are vested unto Trustees". It works with affiliated community groups. However, all groups registered and working under the umbrella of KADETFU becomes members automatically. Two representatives represent each group as active members at the General Meeting. At such meeting, representatives have rights to vote, to elect and be elected and participate in decision-making.
Each affiliated community groups has its own plans and leadership. They are also responsible for consistent running and proper record keeping of groups' activities. Progress reports from these groups are submitted to KADETFU annually.
