PROJECT PROPOSAL ON IMPROVING THE LIVES OF DISABLED PEOPLE THROUGH PROMOTING THEIR ECONOMIC STANDARD IN KAGERA REGION

EXECUTIVE SUMMARY

Kagera Development and Credit Revolving Fund (KADETFU) is a National Non-Governmental Organization (NGO) that is based in Kagera region, it is located in Bukoba town, in the North western part of Tanzania.  It was registered by the government on July 30th, 1993 under the Trustees Incorporation Ordinance cap No 375 of 1956. The registration number is ADG/TI/2058. Under the new NGO act 2004, it has now obtained a Certificate of Compliance (CoC) No. 1596 of 13.3.2006.

In definitional aspect is that, Disability is the loss or limitation of opportunities to take part in the normal lives of the community on an equal level with others due to temporary or permanent physical, mental or social barriers. Such a loss or limitation could be aggravated by community’s perception of disabled people.

There is high rate of poverty in Tanzania in which PWDs hold a big percentage. This might be due to their physical capacities or the way the community and governments perceive their abilities. For example, data show that; there is a problem of high unemployment among PWDs in Tanzania, Kagera region inclusive. Studies show that there are 4,543 PWDs (0.3%) of the population in Kagera Region of which more than 75% are not employed. This is due to many factors i.e.  limited education in which most of them where not taken to school by their parents due to stigmatization and those who went; they only ended to primary education.
Additionally, disabled people have a difficulties in labour marketing in which they face hurdles in job seeking;  because most of them have no vocational education and those few who have; are not employed because employers give preference to people who are physically fit. Most of the PWDs in Tanzania and Kagera region in particular; earn their incomes by doing casual works or as beggars on the streets.

KADETFU is focusing on ensuring spreading access to quality and quantity of information concerning disabled to the community so as to discourage the gap between disabled and non-disabled, hence disabled will become productive in the community. It also aims at creating hygienic condition in different schools where disabled attends, in three districts through construction of two toilets for each school. Additionally the project focuses on reducing HIV/AIDS Infection among the PWDS. In order to attain the intended goal, KADETFU will also conduct workshops and seminars. 

The project life span is two years on the availability of funds. The project cost is TSH 481,021,825 equals to 309,512US Dollars.
